# Dockerfile Operation not permitted

error:  
at first the error was ./cache permission denied so i made some recommended changes but still getting error:  
 → RUN chown -R user:user /code  
chown: changing ownership of ‘/code/requirements.txt’: Operation not permitted

→ ERROR: process “/bin/sh -c chown -R user:user /code” did not complete successfully: exit code: 1
